Gunde Ziegelberger holds a PhD in Biology. After a career as senior research assistant at the Max-Planck-Institute, she joined the German Federal Office for Radiation Protection (Bundesamt für Strahlenschutz) in 2002 as a research associate in biology. She then lead the "Non-Ionizing Radiation" Group and finally co-directed the Competence Center Competence Center EMF (Research and Evaluation).

She has served ICNIRP as a Scientific Secretary since 2004. As such she is also a member of the ICNIRP Board together with the Chair and Vice Chair.
